Charming birds-eye plan of Carlisle by Daniel Meisner, originally published in Tesaurus philo-politicus, a multiple part work started in Frankfurt, 1623.
This version comes from a later reprint entitled Sciographia cosmica, published in Nuremberg by Paulus Fürst, 1637/8, which can be identified by the addition of the alphanumeric number in the upper right corner. The letters A-H identifies which of the 8 parts, followed by the plate number.
